When it comes to windsurfing, all you really need is wind and water. Which might explain why so many places claim to be the "Windsurfing Capital" of the world. But it takes more than a rental shop and a couple of waves to make a top windsurfing spot. Clean water, dramatic scenery and big wind are just the basics. If you're looking for the next hot spot--or even just a smooth shallow place where beginners can learn--it gets a little more complicated.
